A National Strategy for Integrating AI in Education

The National Strategy for AI Integration establishes a shared competency model, a phased implementation roadmap, and governance frameworks that span every layer — from individual students to national policy — aligned with UNESCO and OECD international standards.

The Challenge

The rapid evolution of Artificial Intelligence presents a transformative challenge to global education. Education systems worldwide have been developing a wide range of responses to this shift, from national policy frameworks to targeted school-level programmes, as they work to integrate AI responsibly into teaching and learning. Yet in many countries, the absence of a shared, system-wide framework risks creating pedagogical inequity and leaves educators and students without consistent preparation for an AI-saturated future.
As a global technology leader, Israel faces a critical imperative: bridging the gap between its sophisticated tech ecosystem and classroom reality. Addressing this systemic risk requires a unified national response to ensure that graduates are equipped to meet the demands of modern higher education and the workforce.

The Solution

The Israeli Ministry of Education has launched a comprehensive, multi-year National Strategy for AI Integration. Developed by the Innovation and Technology Administration, this strategy is built around interconnected pillars of technology, human capital, pedagogy, and governance, alongside a research-grounded competency framework and phased implementation roadmap.

Rather than treating AI as an isolated subject, the Ministry positions it as a strategic lever designed to accelerate progress toward three overarching goals:

  1. Human Capital Development: Empowering educators and students to thrive in an AI-enhanced world.
  2. Pedagogical Relevance: Enabling meaningful, personalized, and future-ready learning experiences.
  3. Operational Excellence: Leveraging data and automation to enhance systemic efficiency across all administrative levels.

At the heart of this strategy lies a holistic competency model that was developed by The Applied Research Institute for AI in Education. The AI Competency Framework defines AI competency across four dimensions (knowledge, skills, values, and attitudes) and maps progression through four developmental levels applicable to every teacher and student.

The Framework

The implementation of this vision is built upon a multi-layered architecture that addresses the needs of the individual learner, the professional educator, and the system as a whole.
To ensure a cohesive national transformation, the Ministry focuses on several strategic pillars of implementation:

  • Educators:

Cultivating AI proficiency among teaching staff, transitioning their role to mentors of AI-enhanced learning.

  • Students:

Updating curricula to ensure AI literacy, student safety, and digital well-being.

  • Pedagogy:

Modernizing teaching, learning, and assessment to develop autonomous learners capable of navigating an AI-integrated world.

  • Governance:

Establishing national access to generative AI tools for age-appropriate AI access, defining which tools are approved for each grade band and the safety standards that apply to all of them.

  • Ethics:

Developing a shared ethical code for AI use in education, grounding decisions about technology adoption in questions of fairness, privacy, human dignity, and responsibility.

  • Applied Research:

Positioning Israel at the forefront of evidence-based AI-EdTech research.

  • Innovation Ecosystem:

Driving systemic change through industry partnerships, the AI Lead School Network, and National AI Month.

  • Disciplinary Integration:

Implementing AI naturally across all academic domains, including humanities and social sciences.

What This Framework Makes Possible

By transitioning from isolated pilot programs to a system-wide national framework, Israel is creating a coherent educational environment supported by clear regulatory guidance and professional infrastructure. This strategy serves not only as a roadmap for domestic progress but also as a foundation for global cooperation on AI education governance, reflected in the Jerusalem Declaration. Ultimately, focusing on enduring competencies ensures that Israel’s education system remains resilient and relevant, no matter how quickly the technology evolves.
