Program 720 — Israel's National Initiative for Personalised Learning
For the first time, AI creates the technical conditions for personalised learning at a national scale - every student on a pathway matched to their needs, in a regular classroom. Program 720 is Israel's national implementation of that possibility: a coherent model of pedagogy, data infrastructure, and industry partnership.
The Challenge
Education systems are no longer deciding whether to integrate artificial intelligence. That choice has been made, driven by the pace of technology and by what students and economies now require. The question that remains is how to do it well, and on what pedagogical terms.
For the first time, technology creates the conditions for genuine personalised learning at a national scale, yet the challenge lies in making that a reality — not just technically, but also institutionally and pedagogically. How should AI be used to strengthen learning rather than reshape it by default? What does the teacher's role become when the system can track each learner in real time? What changes in the relationship between schools, government, and technology companies does this transformation require?
The Solution
The 720 Program is Israel's national initiative for personalized learning. Its name derives from the wide, all-encompassing perspective it provides: one 360° captures every student in full: their profile, pace, strengths, and goals. The other 360° provides a complete view for the teacher - turning continuous insights into better decisions, stronger support for students, and ongoing professional growth. Together they form 720, and enables every school to know its learners and acts on that knowledge.
The program applies AI with purpose as the technology that makes a genuinely different pedagogical model achievable at scale. Teachers gain real visibility rather than added complexity. Students develop the capacity to work with AI with skill and judgment, while reflection, goal-setting, and intellectual initiative remain at the centre of the learning experience.
The 720 Program
-
Learning in Program 720 is organized around a continuous four-stage cycle:
- Mapping: The system builds a detailed picture of each learner including academic performance and social-emotional development.
- Goal-setting: Students and educators design an individual learning journey together. Each student takes active ownership of where they are headed and why, developing the capacity for self-directed learning that will serve them beyond school.
- Personalised pathways: Learning is calibrated to each student's pace and readiness. Students may work on different material, or engage with the same content at different depths. and while their paths are individual, the classroom remains shared.
- Reflection: Formative assessment feeds back into the next cycle — updating the picture, refining the pathway, and keeping the process responsive rather than fixed.
Personalization in this model does not mean isolation. Whole-class teaching, group work, and peer interaction continue.
- Mapping: The system builds a detailed picture of each learner including academic performance and social-emotional development.
-
Personalized learning at scale requires the school itself to change. The 720 Program positions the school as a data centre – an institution with real, continuous visibility into its own functioning. Individual student data, updated in real time, replaces aggregate estimates. School leaders gain a system-wide picture that allows them to direct support and attention based on evidence.
The teacher's role changes with it. Equipped with full visibility across a class of different learners, the teacher becomes a mentor, analyst, and learning coach – able to meet each student where they are. The same data infrastructure also supports the teacher's own professional development: patterns across a class become a mirror for practice, and growth becomes continuous on both sides of the relationship. It is the kind of teaching that has always been the ideal and has almost never been structurally achievable. -
The 720 Program is built on a Triple-Helix model: the Ministry of Education, the pedagogical field, and the technology industry operating as co-designers. The methodology is called Design Partnership: a structured process in which technology companies, teachers, school leaders, and Ministry specialists build the program together, from defining the challenges through to implementation.
Companies operating within the 720 Program do so under a framework developed through the Ministry's Regulatory Sandbox — a mechanism for building evidence-based governance for AI in education, tested in classrooms before scaling. Regulation evolves alongside the work, not ahead of it and not behind it. -
The 720 Program is currently in its pilot phase:
- 28 schools
- 3,000 students
- 300 educators
- Four technology platforms
The pilot runs alongside the Data Point evaluation methodology, designed to build the empirical foundation for decisions about future national scale. Every stage of implementation generates evidence. That evidence shapes what comes next. Our ambition is to understand, rigorously, what national implementation requires.
What Program 720 Makes Possible
A school system that implements personalized learning at a national scale produces graduates who realize more of their potential, because it grants the institution the necessary visibility to act upon the needs of every student. AI, as integrated into Program 720, significantly narrows the gap between the best quality of teaching the system can offer and the instruction every student actually receives.
The program was presented at the EducAItion Summit in Jerusalem in February 2026, where sixteen countries adopted the Jerusalem Declaration, a shared framework of principles for the responsible integration of AI in education. Program 720 is Israel's national implementation of those principles, and a working model of what this looks like in practice.
